| Action Summary |
The Board for Barbers and Cosmetology (“the Board”) is amending its body-piercing regulations to comply with the changes to Chapter 7 (§ 54.1-700 et seq.) of Title 54.1 of the Code of Virginia, effective July 1, 2025. These regulations will create new ear-piercing and ear-piercing earlobe only individual licenses, ear-piercing salon licenses and create an ear-piercing apprenticeship. It will also create a new guest piercer license for out-of-state residents, guest piercer sponsors, and event piercer salons.
The new ear-piercer individual and salon licenses and apprenticeship requirements are a subset of the Board’s current body-piercing requirements. Ear-piercing is currently covered as a portion of the body-piercing curriculum. The addition of the guest piercer license and sponsor, as well as event piercer salons and piercing conventions mirror the guest tattooer license and sponsor, and event requirements. This change was incorporated because there is interest from out-of-state piercers to participate in tattoo/piercing conventions held in the Commonwealth. The current body-piercer ear only licenses were retained, but the name was changed to ear-piercer earlobe only.
